  • Lawrence J. Cohen

    Founder & Chairman

    Prior to forming Pembroke, Mr. Cohen was a managing Director of Bear Stearns & Co. and Bear Stearns Real Estate Group, Inc. Before joining Bear Sterns in 1989, Mr. Cohen served as a first Vice President in the Real Estate Group of Integrated Resources Inc., where he was responsible for the acquisition, financing and asset management of commercial real estate. Mr. Cohen began his career as an attorney with the New York law firm of Proskauer Rose. He is a cum laude graduate of the Syracuse University School of Management and earned his J.D. from the University of Miami School of Law. He is a member of the bar of both New York and Florida.

  • Jay Chazanoff

    Principal

    Mr. Chazanoff has been affiliated with Pembroke since 1994. Previously, he served as the President and Chief Operating Officer of Integrated Resources Inc. from 1991 to 1994. From 1985 to 1992, he served as Senior Executive Vice President of Integrated Resources, where he was responsible for its marketing activities and certain corporate finance relationships. He began his career at Ernst & Ernst in 1967 and joined Integrated Resources Inc. in 1972. Mr. Chazanoff is a Certified Public Accountant and a graduate of Pace University and Long Island University, where he earned an MBA in Finance.

  • Peter Gray

    Chief Operating Officer

    Prior to joining Pembroke, Mr. Gray was with Integrated Resources, Inc., serving as an analyst in the Investor Relations Group. Since 2000, Mr. Gray has also served as a Vice President of Starrett, responsible for the refinancing and repositioning of the company’s affordable housing properties. A graduate of Manhattan College and Fordham University where he earned an MBA in finance, Mr. Gray has been affiliated with Pembroke since 1994.

  • David Goldban

    General Counsel

    Mr. Goldban has over 20 years of experience as a real estate transactional attorney. He previously worked in‐house at several private and public real estate companies and was with the law firms of Rosenman & Colin and Sidley & Austin. He received a J.D. from Fordham Law School and a B.A. from Franklin & Marshall College. Mr. Goldban has been affiliated with Pembroke since 2013.

  • Jay Thailer

    Chief Financial Officer

    As CFO of Pembroke and its affiliated entities, Mr. Thailer’s responsibilities include managing all accounting, tax and financial reporting functions. Prior to joining Pembroke, Mr. Thailer was Senior Vice President of RESIG, LLC, responsible for the outsourced CFO services for various private equity real estate funds and other real estate related entities. His services included accounting, financial reporting and tax compliance. He earned his B.S. in Accounting from Bentley University and has been affiliated with Pembroke since 2015.

  • Joshua Siegel

    Director of Development

    Mr. Siegel has over 20 years of experience in new development, primarily in the multi-family area, and has developed more than 2M square feet of multi-family, affordable and market-rate, and retail space. He is currently managing the development in the Bronx of a 125,000-square-foot senior multi-family residence utilizing both Low Income Housing and Brownfield tax credits. He has a B.S. in Economics from the Wharton School of the University of Pennsylvania. Mr. Siegel has been affiliated with Pembroke since 2008.

  • Harris Bedell

    Director of Acquisitions

    Mr. Bedell leads Pembroke’s acquisition and disposition efforts. His experience spans the acquisition of market-rate housing, affordable housing, bulk condominiums, development opportunities and debt investments. Previously, he worked in consulting at EY, with a concentration on advising overseas clients investing in the U.S. Prior to EY, he worked for a family office leading capital markets and acquisitions. He received a Masters from Baruch University and a B.S. from Syracuse’s Whitman School of Management. Mr. Bedell has been affiliated with Pembroke since 2016.

  • Rafi Hovsepian

    Director of Asset Management

    Mr. Hovsepian focuses on Pembroke’s portfolio oversight for market and affordable residential real estate in New York City. Previously, he worked in real estate asset and portfolio management at Sentinel Real Estate Corporation and ING Clarion. He received an MBA from the Yale School of Management and a B.S. from NYU’s Stern School of Business. Mr. Hovsepian has been affiliated with Pembroke since 2014.

  • Ryan Moorehead

    Chief Executive Officer, Grenadier Realty Management LLC

    Mr. Moorehead has more than 15 years of experience in affordable housing with more than half of that time in a senior leadership capacity. Mr. Moorehead is a multifaceted executive known for his leadership of teams and facilitating change within an organization from affordable housing to large scale development projects in urban and suburban markets. He has worked for such notable firms as Parkchester Preservation, First Sterling Financial, AvalonBay and The Richman Group. Mr. Moorehead holds a B.S. in Real Estate from New York University and an MBA from Columbia Business School. He has been affiliated with Pembroke since 2019.
